2. Source of Funds

（一）中华人民共和国向世界银行（以下简称ＩＦＩ）申请一笔贷款，用以支付＿＿＿＿＿工程。

2.1 The People's Republic of China has applied for a loan a`nd credit from the World Bank (hereinafter referred to as the IFI) towards the costof ____________ Project,其中部分贷款将用于支付此合同工程。

a`nd intends to apply a portion of the proceeds of the loan a`nd credit to eligible payments under the Contract for which these documents are issued.只有应中国政府的要求，根据贷款协议的条件，ＩＦＩ才会同意付款。

Payment by the IFI will be made only at the request of the Chinese Government a`nd upon approval by the IFI a`nd will be subject in all respects to the terms a`nd conditions of the Loan Agreement.除中国外，任何组织不能从贷款协议中获得权利或取得贷款。

No party other than the People's Republic of China shall derive any rights from the Loan Agreement o`r have any claim to the loan proceeds.

（二）世行贷款只用于支付瑞士和与中国有商贸关系世行成员国生产的产品和提供的服务。

2.2 Payment from the proceeds of the World Bank Loan will be limited to goods produced in, a`nd services supplied from, Switzerla`nd a`nd the member countries of the World Bank which have commercial relations with China.

（三）世行贷款不足的部分将由业主用中国政府提供的资金支付。

2.3 All costs not met by the IFI Loan will be paid by the Employer from funds allocated by the Government of China.

三、资格要求

3. Eligibility a`nd Qualification Requirements

（一）所有根据世行的“采购指导原则”具有资格的国家均可投标。

3.1 This tender is open to all pre-qualified tenderers from eligible source countries as defined under the "Guidelines for Procurement" of the world Bank.

（二）本合同项下的一切货物、服务均应来自上述具有资格的国家。

3.2 All goods a`nd services to be supplied under this Contract shall have their origin in eligible source countries,本合同项下的一切开支仅限于支付这样的货物和服务。

a`nd all expenditures made under the Contract will be limited to such goods a`nd services.

（三）货物、服务来源地与投标者国籍含义不同。

3.3 The origin of goods a`nd services is distinct from the nationality of the tenderer.
